Downloading artifacts from <owner>/<repo>/archive/.... of public repositories is redirected to the login page

What happened?

Since about Friday, the 12th trying to download a release tar.gz in the /archive path redirects to the login page.
This worked on at least the 8th, as I have an rpm build that downloaded the source.

The web UI shows an error:

The problem might be at the proxy.

Does this happen when you are logged in?

We enabled an expensive request protection feature to help defend against crawler requests.

No. I can download them when logged in.
The other artifacts under the release hierarchy can be downloaded anonymously, btw. Fx on gitea/tea.
